PENNSBURG BOROUGH COUNCIL MEETING

Tuesday, August 2, 2011 – 7:00 P.M.

 

The regular meeting was called to order at 7:00 P.M. by President John K. Lear.  President Lear led with the Pledge of Allegiance.  Answering roll call were Council Members: Bruce Lord, William C. Clinton, Joan Wieder, Douglas Landis, Kristopher Kirkwood, Vice President

Michael Mensch and President John K. Lear.

 

Also present this evening was Mayor Ethel G. Ritchey, Borough Solicitor Charles D. Garner, Jr., Roads Assistant Rick Krupp, Administrative Assistant Lisa Hiltz and Administrative Manager/Secretary-Treasurer Jeanne W. Hopkins.

 

Public Comment Period

Caroline Rahn, 117 Penn Street, expressed disappointment in not receiving answers to her questions in a timely fashion from the zoning department.

President Lear said he would look into the matter.

 

Consent Agenda

   A Motion was made by Clinton, seconded by Mensch and unanimous to approve as written, the Minutes of the July 5, 2011 Borough Council Meeting, the July Treasurer’s Report and requests for Fire Police Services by East Greenville Borough for the Perk Up Half marathon on August 28, 2011 and the Upper Salford Township for the Philadelphia Folk Festival on August 18, 2011.

 

Roads/Maintenance

   Councilor Mensch asked Borough Council to consider joining the Montgomery County Public Works Association.  Yearly membership for the first member is $35.00 and $25.00 for the 2nd.  Councilor Mensch will contact a current member of the association to gather additional information and to get a list of topics covered at the meetings.

   Roads Committee monthly meeting date and time were changed to the 4th Monday at 7:00 P.M.

 

Personnel

   Councilor Clinton reported Work Orders have been implemented for the Roads Department to be able to track work that is being done. This information is expected to be helpful with preparing the budget.  Any member of borough council may initiate a work order for the roads department.

 

Police Commission

   Councilor Clinton reported the insurance committee has begun reviewing various insurance options.

 

Trash/Recycling

   Councilor Landis reported the Trash Contract bids will be opened on September 28, 2011 at 7:00 P.M. at the East Greenville Borough hall.  A Motion was made by Clinton, seconded by Lord and unanimous to authorize the Trash Contract committee to advertise for Trash Contract bids.

   President Lear reported on an email received from Chris Kaasmann, Montgomery County Recycling Coordinator.  The County is seeking communities who will accept the collection of used political signs.  The County will pick up the signs and handle recycling the signs.  Borough Council agreed to be a collection site for used political signs.  Pennsburg Borough website will announce the borough building as a designated collection site.

 

Mayor’s Report

   Mayor Ritchey reported she visited several elderly residents within her neighborhood during the recent heat wave to check on their well-being.  She encouraged Council Members to do the same thing in their neighborhoods.

 

UNFINISHED BUSINESS

 

Line painting at intersections

Councilor Mensch provided a revised price quote from Guidemark for painting the lines at “the square”, only.  The cost is $3,580.00.  Rick Krupp reported he was unable to get another quote from any another company.  A Motion was made by Kirkwood, seconded by Landis and unanimous to accept the revised price quote of Guidemark to line-paint the intersection of Routes 663 and 29 at a cost of $3,580.00.  A Motion was made by Lord, seconded by Landis and unanimous to direct the Secretary-Treasurer to apply the expense to the Road Construction account.

 

ARLE Grant

During the preparation of the grant application it was discovered the failed loop detector at “the square” could be added to the grant request for its replacement. 

A Motion was made by Mensch, seconded by Wieder and unanimous to ratify the ARLE grant request to include the replacement of the failed loop detector, making the grant request to PennDot a total of $6,800.00.

 

7:30 P.M. FUEL BID Opening

Fuel Bids were opened and read as advertised.  The results are as follows:

John R. Young & Co. - $.340 per gallon – payment in 30 days

Farm & Home Oil Co. - $3.579 per gallon – payment in 30 days

Council Members discussed in length, the merits of accepting a bid or rebidding at a later date. 

A Motion was made by Kirkwood, seconded by Clinton and unanimous to reject all bids and authorize the re-advertising for fuel bids.  Bids will be opened at the September 6, 2011 Borough Council Meeting.

 

Reflective Signs for E. Fifth Street entrance to the Nature Preserve

A Motion was made by Wieder, seconded by Landis and unanimous to purchase two reflective red and white, 18 X 36 signs at a cost of $132.00.

 

Ordinance accepting the ultimate Right-of-Way at 901 Main Street.

A Motion was made by Clinton, seconded by Mensch and unanimous to accept the ultimate

Right-of-way, as shown on the Deed of Dedication, for 901 Main Street.

 

NEW BUSINESS

 

Emergency Operations Plan

Councilor Lord reported Pennsburg Borough’s Emergency Management Coordinator,

Carmen Merolla, is working on the Plan updates that are needed.  Carmen Merolla will be meeting with the County to bring the Plan up to date.

 

Civic Building Cracks

President Lear reported the borough engineer will be meeting with Lockridge Engineers very soon to discuss the matter.

 

Trust Beneficiary

President Lear announced that Pennsburg Borough is the recipient of $4,009.88 from the Estate of T. Willard and Mary Hunter.

The Secretary was directed to send a thank you letter to the Estate’s executor.

 

President Lear reported that PennDot has agreed to maintain traffic on Gravel Pike (Route 29) during bridge replacements in Upper Hanover Township.  Pennsburg Borough was one of several municipalities to send a letter of support to PennDot on behalf of Upper Hanover Township supervisor’s request to maintain traffic along Gravel Pike (Route 29) during construction.

 

The bills for payment in August were approved with a Motion by Landis, seconded by Clinton and unanimous.

 

Public Comment Period – none

 

President Lear reported he has been approached by Michael Tannis, YMCA Executive Director, to acquire permission to utilize the upstairs area for an art class for Perkiomen School students as an after-school program. 

A Release and Hold Harmless and Certificate of Insurance would be necessary. 

The borough’s insurance carrier will be contacted for insurance liability.

 

There being no further business to come before Borough Council Members at this time, a Motion was made by Mensch, seconded by Landis and unanimous to adjourn the meeting at 8:11 P.M.
