PENNSBURG BOROUGH COUNCIL MEETING
Tuesday, June 7, 2011 – 7:00 P.M

The regular meeting was called to order at 7:00 P.M. by President John K. Lear.  President Lear led with the Pledge of Allegiance.  Answering roll call were Council Members: Bruce Lord, William C. Clinton, Joan Wieder, Douglas Landis, Kristopher Kirkwood, Vice President Michael Mensch and President John K. Lear

Also present this evening was Mayor Ethel G. Ritchey, Borough Solicitor Charles D. Garner, Jr., Borough Engineer John Seber, Roads Assistant Rick Krupp, Administrative Assistant Lisa Hiltz and Administrative Manager/Secretary-Treasurer Jeanne W. Hopkins

VISITORS
Katie Hammond, Pennsburg Borough Library representative and Luanne Stauffer attended this evening to bring up to date and informative information about programs offered to the community for borough council members’ knowledge regarding the Upper Perkiomen Valley Library.  Ms. Hammond and Ms. Stauffer thanked borough council for their on-going financial support.

 Presentation of the 2010 Audit
Gregory Ede, CPA, Styer Associates, Inc. was present this evening to provide an overview of the 2010 Audit performed earlier this year.  Mr. Ede provided a review of the borough’s financial condition.

Mr. Ede reported the statements presented fairly, providing a clean audit.

Consent Agenda
 
A Motion was made by Landis, seconded by Mensch and unanimous to approve, as written, the Minutes of the May 3, 2011 Borough Council Meeting, the May Treasurer’s Report, closing Main Street (Route 29) from Front Street to Route 663, 8:00 a.m. – 5:00 p.m. on Saturday, September 10, 2011 (rain date is September 11, 2011) for the Community Day event and Fire Police services for the East Greenville Fire Co. Carnival, July 13 – 16 and Milford Twp. Fire co. Carnival, June 7th -11th.

Park/Recreation
Councilor Wieder reported grant recipients have not yet been announced for the PECO Green Region Grant

Regional Planning
Councilors Kirkwood and Wieder produced a map of liquor license locations within the Upper Perkiomen Valley.  The Secretary will distribute copies of the map to council members

Revitalization
Councilor Clinton reported the Montgomery County Revitalization Board announced grant recipients for the next round of funding.  Pennsburg was not successful in receiving funding for Phase VI.

Facilities/Energy
Heating system - Councilor Lord reported he obtained two prices for underground propane gas tanks for storage of 1,000 gallons.  1.) $4,000.00  2.) $2,795.00.  The borough needs to prepare the hole to bury the tank. 

Fire Co./Safety/Emergency Managemen
Councilor Mensch reported on the POD administration meeting he attended.  A trial set up is scheduled for June 25th and September 17th at 7 a.m. at the Upper Perkiomen High School.  Volunteers are needed. 

UNFINISHED BUSINE

Civic Building – Cracks in the bricks
Borough Engineer, John Seber, reported that two structural engineers have produced quotes to evaluate the existing condition.  Lock Ridge Engineering - $810.00 and Jastrzebski Engineers, Inc. - $1,986.00.  A Motion was made by Lord, seconded by Wieder and unanimous to hire Lock Ridge Engineers to perform the evaluation at a cost of $810.00. 

NEW BUSINES
Pennsburg Fire Company donation request
 President Lear reported the Fire Company has requested a $10,000.00 advance in their 2011 donation money.  A Motion was made by Clinton, seconded by Wieder and unanimous to approve the donation release of $10,000.00 to the Pennsburg Fire Company.

Dual Tank printer
Quotes for replacement of the printer portion of the dual tank were provided to councilors for their review. A Motion was made by Clinton, seconded by Landis and unanimous to hire Hafer Petroleum to replace the printer at a cost of $5,883.00.  A Motion was made by Wieder, seconded by Landis to pay for the unexpected expenditure by applying the cost to the Road Construction account.  Councilor Mensch voted Nay.  The Motion carried.

Street Lighting pool
Premier Power Solutions, LLC has offered an opportunity to join a pool, throughout Pennsylvania, to lower street lighting costs.  An application was made for Pennsburg’s membership in the program.  A Motion was made by Mensch, seconded by Wieder and unanimous to ratify the application for membership

Banking Institutions
Two local banking institutions, Quakertown National Bank and Univest, provided proposals for banking services.  After discussion and review of the proposals, a Motion was made by Landis, seconded by Wieder and unanimous to close all accounts at Wells Fargo Bank and move the accounts to Quakertown National Bank

The bills for payment in June were approved with a Motion by Landis, seconded by Kirkwood and unanimous.

Public Comment Period – None heard.

Anthony Randazzo Law Suit

President Lear announced that former Spaghetti Inn owner, Anthony Randazzo, has filed a law suit against Pennsburg Borough.  President Lear said the borough will vigorously defend the law suit

8:30 P.M.  Executive Session

8:53 P.M.  Regular Meeting reconvened

There being no further business to come before the Borough Council Members at this time, a Motion was made by Clinton, seconded by Lord and unanimous to adjourn the meeting at 8:54 P.M.
