PENNSBURG BOROUGH COUNCIL MEETING
Tuesday, June 1, 2010 – 7:00 P.M.

 The meeting was called to order by President John K. Lear at 7:00 P.M.  President Lear led with the Pledge of Allegiance.  Answering roll call were Council Members: Bruce Lord, Joan Wieder, Vicki Lightcap, Douglas K. Landis, William Clinton, Vice President Michael R. Mensch and President John K. Lear.

 Also present this evening was Mayor Ethel Ritchey, Solicitor Charles D. Garner, Jr., Roads Assistant Rick Krupp, Administrative Assistant Lisa Hiltz and Administrative Manager Jeanne W. Hopkins.

President Lear asked that Council Members restrain from having side conversations while the Council Meeting is in session.  Mr. Lear requested that Minutes/Notes be taken of committee meetings, as they are public meetings.

 VISITORS

 Presentation of the 2009 Audit
Gregory Ede, CPA, Styers Associates, Inc. was present this evening to provide an overview of the 2009 Audit conducted earlier this year. He provided a review of the borough’s financial condition. 

Mr. Ede reported the statements presented fairly, providing a clean audit.

Public Comment – None

Roads Committee  Councilor Mensch reported. The committee recommends the S10 Pick-Up Truck be retained for the time being so that a vehicle is available for the part-time summer employee’s use.

Fire Co./Safety/Emergency Management
Councilor Lord reported. The monthly fire company reports are currently being submitted to the borough office in a timely manner.

 The Fire Company has received a few grants to purchase equipment.

The Fire Company will be reviewing the Still Waters Retirement Community development plans and forwarding their comments.

 

Facilities/Energy

   Councilor Lord reported. The heater in the civic building has been repaired for a little less than $1,400.00.  We are still waiting for a steam valve repair quote.  The committee will meet again on June 7th at 7 P.M.

 

Parks/Recreation

   Councilor Wieder reported. The free bike rack will be picked up at Lower Gwynedd Township.  The bike rack was provided by the Montgomery County Transportation Association. The bike rack will be placed at the Pennsburg Community Park.

 

Regional Planning

   Councilor Lightcap reported. Regional Planning Commission members discussed Regional Social Services. A Summit is being called for all municipalities’ attendance to discuss the non-profit community services and how they will continue to survive in this economy in the Upper Perkiomen Valley.  Council Members are urged to attend one Learning Event held on June 23rd 1:00 – 5:00 P.M. or 5:30 – 9:30 P.M. or on August 4th 9:00 A.M. – 1:00 P.M. or 1:30 – 5:30 P.M.

All Council Members are requested to attend the Summit Meeting on October 1st or 2nd.

October 1st – 12 Noon – 8 P.M., October 2nd – 9:00 A.M. – 8:00 P.M.

   The next meeting will be held June 23, 2010, 7:00 P.M. at the Upper Hanover Township building to accommodate a public hearing for the Regional Comprehensive Plan.

 Revitalization
Councilor Lightcap reported she has been working with St. Marks Lutheran Church with regards to the street trees in Phase IV.  The church has agreed to allow the street trees to be installed behind the sidewalk on church property.  This decision was made to be able to eliminate the cost of the tree grates and is ultimately a better location for the health of the trees.

Finance
In May, Councilor Landis met with the Administrative Manager and Auditor, Gregory Ede, to review the 2009 Audit.

 The Mayor’s Report for May was presented by Mayor Ethel Ritchey.

 Roads Assistant Rick Krupp reported that Jason Kulp has passed the PA. Department of Agriculture’s Right of Way Weed Spraying test.  As soon as weed spraying supplies are purchased the weed spraying along the streets will begin.

 Consent Agenda

A Motion was made by Clinton, seconded by Mensch and unanimous to approve the Minutes of the May 4, 2010 Borough Council Meeting, May Treasurer’s Report and Fire Police services for the Trumbauersville Carnival on July 22nd, 23rd and 24th and July 29th, 30th and 31st, and the Red Hill Carnival on June 23rd – 26th.

 OLD BUSINESS

 Animal Control

   President Lear reported the Police Commission has reviewed contracts of various agencies. The contracts varied quite a bit. The general consensus of the Commission members is to contract for dog related issues and rabid animals.    The contract details will be studied and brought back to borough council for review.

 NEW BUSINESS

 Still Water Land Development

   A Motion was made by Clinton, seconded by Landis and unanimous to approve a waiver for a 90-day extension to a decision on the Still Water Land Development Plan enabling the developer an additional 90 days for plan review.

 Resolution to appoint a Chief Administrative Officer for the pension plan.

   A Motion was made by Mensch, seconded by Landis and unanimous to appoint the position of Council President as the Chief Administrative Officer of the non-uniform pension plan. 

 Selling and disposing of borough property

   The action would allow the sale of small items valued under $1,000.00 to be listed for sale on EBay, Craig’s List, Municibid, etc.

   Borough Council authorized the borough solicitor to prepare a draft resolution for consideration at the July 6, 2010 meeting.

 The bills for payment in June were approved for payment with a Motion by Mensch, seconded by Wieder and unanimous.

 Correspondence

Partnership TMA luncheon on June 11, 2010 at the Wm. Penn Inn at a cost of $60.00 per person.

 Public Comment – None

 Rick Krupp reported a tractor trailer hit the street light at the old Wachovia Bank on Main Street.  The truck and driver were identified. The light will be ordered and replaced.

 Councilor Landis reported the Laundromat on Main Street shows exposed wires at an old sign on the property.  Rick Krupp will check into it.

 There being no further business to come before Borough Council at this time, a Motion was made by Mensch, seconded by Landis and unanimous to adjourn the meeting at 7:59 P.M.
